Well, it's a reference to Bill Clinton's trip to North Korea, in which he showed his skills at working with tempermental and oppositional people. Medley suggests that a similar skill could be helpful in getting the Democratic Senators to go along with policy goals (e.g., healthcare reform) of their own party/President . . .
